ASCOMP  Secure-PDF Pro (Repack & Portable) - will help you encrypt your own or someone else's PDF documents using a 256-bit key (AES). Add a master password for opening a pdf so that users can only view the encrypted document or set a master password for permissions to change the pdf: print, edit, fill out forms, insert, delete and rotate pages, copy text and graphics, add annotations, access, print to high resolution.

With a PKCS#12 certificate, you can assign your digital signature to a document. Or simply sign the PDF with a signature image. Secure-PDF can set watermarks as well as PDF document owner information even without prior knowledge of how to use PDF documents!
